Về Việc: Tước Bỏ Dây Đeo Cổ có biểu tượng cờ vàng và không cho treo cờ Vàng ba sọc đỏ khi Đại Sứ Ted Osius gặp gỡ Cộng Đồng Việt Nam
Trong các buổi gặp gỡ của Đại Sứ Ted Osius với Cộng Đồng Người Mỹ gốc Việt tại Nam và Bắc Cali vào trung tuần tháng 7 vừa qua, ngoài việc trình bày và trả lời các câu hỏi liên quan đến quan hệ Mỹ - Việt, một số sự kiện không hay đã xảy ra khiến Cộng Đồng gốc Việt tại Hoa Kỳ cũng như toàn thế giới bất bình.
Tóm tắt những sự kiện:
1- Trong các buổi gặp gỡ này, Ông Đại Sứ Hoa Kỳ tại Việt Nam Ted Osius đã yêu cầu không cho treo lá cờ vàng ba sọc đỏ trong hội trường với lý do “ngoại giao” và chức vụ Đại Sứ của mình. Ngoài ra, Ông luôn luôn đeo trên ve áo huy hiệu kỷ niệm 20 năm bang giao Việt (CS) – Mỹ có hình cờ CSVN, cờ mà người Việt tỵ nạn Cộng Sản không thể chấp nhận vì nó là cờ của đảng CSVN, không đại diện cho đất nước và nhân dân Việt Nam. Nhà cầm quyền Cộng Sản hiện nay tại Việt Nam không được bầu cử tự do và dân chủ, vi phạm trầm trọng nhân quyền và các quyền tự do của người dân.
2- Riêng cuộc gặp gỡ tại San Jose, ngoài việc không treo cờ vàng ba sọc đỏ, ban tổ chức còn yêu cầu cô Đỗ Minh Ngọc gỡ bỏ dây đeo cổ có hình cờ vàng ba sọc đỏ và cờ Hoa Kỳ.
3- Ban tổ chức đã không thông báo trước sẽ không treo cờ vàng ba sọc đỏ để mọi người biết và quyết định có nên tham dự hay không. Vì thế, Cộng Đồng Việt Nam đã không phản ứng kịp thời do bất ngờ và vì muốn giữ lịch sự đối với ông Đại Sứ.
2- Riêng cuộc gặp gỡ tại San Jose, ngoài việc không treo cờ vàng ba sọc đỏ, ban tổ chức còn yêu cầu cô Đỗ Minh Ngọc gỡ bỏ dây đeo cổ có hình cờ vàng ba sọc đỏ và cờ Hoa Kỳ.
3- Ban tổ chức đã không thông báo trước sẽ không treo cờ vàng ba sọc đỏ để mọi người biết và quyết định có nên tham dự hay không. Vì thế, Cộng Đồng Việt Nam đã không phản ứng kịp thời do bất ngờ và vì muốn giữ lịch sự đối với ông Đại Sứ.
Xét rằng:
1- Việc Ông Đại sứ Ted Osius gặp gỡ, trình bày và tham khảo ý kiến với người Mỹ gốc Việt là việc làm hữu ích, chúng tôi rất hoan nghinh. Tuy nhiên đã có những sự việc đáng tiếc xảy ra xúc phạm đến Cộng Đồng Việt Nam.
2- Đeo một biểu tượng trên người là quyền tự do bày tỏ tư tưởng chiếu theo Hiến Pháp Hoa kỳ và Công Ước Quốc Tế về Quyền Tự Do Chính Trị và Dân Sự của Liên Hiệp Quốc. Tước bỏ biểu tượng này là hành động vi phạm nhân quyền và dân quyền.
3- Cờ vàng ba sọc đỏ là biểu tượng “Truyền Thống và Tự Do” của Cộng Đồng Người Mỹ gốc Việt đã được nhiều thành phố, tiểu bang Hoa Kỳ chính thức công nhận. Chối bỏ biểu tượng này có nghĩa là đi ngược ước nguyện của Cộng Đồng Việt Nam tại Hoa Kỳ nói riêng, trên thế giới nói chung.
4- Việc đeo huy hiệu có cờ Cộng Sản khi tiếp xúc với người Việt từng trốn chạy Cộng Sản là hành động thiếu tế nhị, có thể được xem như khiêu khích đối với họ.
5- Nếu vì lý do ngoại giao và nhiệm vụ mà Ông Đại Sứ phải hành động như vậy, tại sao các vị Đại Sứ tiền nhiệm khác đã không đặt vấn đề cờ vàng ba sọc đỏ khi gặp gỡ Cộng Đồng Việt Nam ?
6- Những sự kiện nêu trên đã thực sự xúc phạm đến Cộng Đồng người Mỹ gốc Việt tại Hoa Kỳ cũng như khắp thế giới.

Vì vậy, Cộng Đồng Người Việt Quốc Gia Liên Bang Hoa Kỳ:
1- Phản đối những sự kiện đã xảy ra nói trên, đặc biệt phản đối nếu chính phủ Hoa Kỳ đã không cho phép giới chức ngoại giao chụp chung với Cộng Đồng Người Việt cùng với lá cờ vàng ba sọc đỏ truyền thống của họ.
2- Yêu cầu các giới chức thẩm quyền hãy điều tra, công bố và có kỷ luật thích đáng đối với những ai đã chỉ thị tước bỏ dây đeo cổ của cô Đỗ Minh Ngọc; đồng thời phải công khai xin lỗi cô.
3- Đề nghị Cộng Đồng Người Việt ở khắp nơi - nhất là những vị Lãnh Đạo - cần có thái độ chính trị thích nghi đối với bất cứ chính phủ hoặc cá nhân nào chủ trương:
2- Yêu cầu các giới chức thẩm quyền hãy điều tra, công bố và có kỷ luật thích đáng đối với những ai đã chỉ thị tước bỏ dây đeo cổ của cô Đỗ Minh Ngọc; đồng thời phải công khai xin lỗi cô.
3- Đề nghị Cộng Đồng Người Việt ở khắp nơi - nhất là những vị Lãnh Đạo - cần có thái độ chính trị thích nghi đối với bất cứ chính phủ hoặc cá nhân nào chủ trương:
a- Bênh vực và tiếp tay cho chế độ CSVN mà quên quyền lợi của trên 90 triệu người dân Việt Nam đang cần tự do dân chủ;
b- Xúc phạm đến biểu tượng lá cờ Vàng ba sọc đỏ của người Việt tỵ nạn Cộng Sản tại hải ngoại.

Declaration
On the subject of removing neck strap with yellow flag symbol and not allowing to display the yellow flag with three red stripes when Ambassador Ted Osius meeting with the Vietnamese American Communities.
During the meetings of Ambassador Ted Osius with the Vietnamese-American Communities in the Southern and Northern California last mid-July, a couple incidents have occurred that made the Vietnamese-Americans and other Vietnamese communities around the world quite discontented with.
Summary of incidents:
1. In these meetings, the US Ambassador to Vietnam Ted Osius asked not to display the yellow flag with three red stripes in the hall because of "diplomatic reason" and his ambassadorial position. However he always wore on the pin showing 20th anniversary of diplomatic relations between (Communist) Vietnam – US containing Vietnam Communist flag, the flag that the Vietnamese refugees abroad does not recognize and that belongs to the Communist Party and does not represent the country and the people of Vietnam. The current communist authorities in Vietnam were not elected freely by the people. Also, they seriously violate human rights and other rights of their people.
2- In particular at the meeting in San Jose, besides not allowing display of yellow flag with three red stripes, the organizers also requested Miss Do Minh Ngoc to remove her neck strap made of yellow flag with three red stripes and the US flag.
3. The organizers did not notify in advance that there will be no yellow flag with three red stripes allowed so that the people can decide whether to attend the meeting or not. The Vietnamese community was caught by surprise of such rule, and because of courtesy for the Ambassador, the meeting goers had reluctantly agreed to stay.
2- In particular at the meeting in San Jose, besides not allowing display of yellow flag with three red stripes, the organizers also requested Miss Do Minh Ngoc to remove her neck strap made of yellow flag with three red stripes and the US flag.
3. The organizers did not notify in advance that there will be no yellow flag with three red stripes allowed so that the people can decide whether to attend the meeting or not. The Vietnamese community was caught by surprise of such rule, and because of courtesy for the Ambassador, the meeting goers had reluctantly agreed to stay.
Whereas:
1. The town hall meetings of Ambassador Ted Osius with the Vietnamese Americans, presenting and acquiring opinions from the Vietnamese Americans are useful dialogue and appreciated by our community. However, unfortunately above mentioned incidents had offended the Vietnamese Community.
2. Wearing a symbolic neck strap is the freedom of expression under the US Constitution and the International Covenant on Political Freedom and Civil Rights of the United Nations. Removing that symbol is an act of violations of human and civil rights and freedom of expression.
3. The yellow flag with three red stripes symbolizes the "Heritage and Freedom" of the Vietnamese Americans that had been officially recognized by many cities, counties and states in America. Denying this symbol means going against the aspiration of the Vietnamese Community in the United States in particular, and against others in the world in general.
4. Wearing a pin with the Communist flag when meeting with the Vietnamese people who once fled the Communists is an indelicate act; it could be seen as provocative to them.
5. If because of diplomatic reasons and the duty that Ambassador must act like that, why his predecessors did not question about the yellow flag with three red stripes when meeting the Vietnamese American Community?
6. The above incidents really offended the Vietnamese Community in the United States and throughout the world.

Therefore, the Federation of Vietnamese American Communities of the USA:
1. Oppose the above incidents; withstand the US government if it does not allow its diplomatic officials to be photographed with Vietnamese Community with its traditional yellow flag with three red stripes.
2. Request the authorities to investigate, publish and have appropriate discipline toward those who have instructed to remove the neck strap of Miss Do Minh Ngoc; and also to offer her a public apology.
3. Recommend all the Vietnamese Communities should have necessary political attitudes toward any government or individual that:
